Yes. For second-hand machinery imports, a Chartered Engineer Certificate is mandatory under Customs and DGFT rules to assess the fair depreciated value, residual life, and technical condition of the equipment.
The Nexus Certificate (Annexure 5-A) is issued before or at the time of importing machinery — it proves that the capital good is required for your export production.
